for the poor. It is especially for them that the issue of water is crucial for
life. The issue of water is truly a question of the right to life. Above all,
they are deprived of the right to water, health and food. The human family must
be served, not exploited. The main goal of all efforts must be the well-being
of people - men, women, children, families, communities - who live in the
poorest regions of the world and who are the first to suffer from the scarcity
and poor management of water resources
